The goal of HSE-MS + OMS implementation and certification is to provide a framework for businesses that are looking to develop a new Operating Management System or improve or integrate an existing one. Management system standards and recommendations have been produced by organizations such as the International Organization for Standardization (ISO), the American Petroleum Institute (API), and the Centre for Chemical Process Safety (CCPS) since the early 1990s. OGP report 210, Guidelines for the Development and Application of Health, Safety, and Environmental Management Systems, was published in 1994. Operating Management System (OMS):
To consolidate this success, OGP and IPIECA worked together to revise report 210 and create OGP report No.510. Its goal is to provide a framework for businesses looking to implement Operating Management System (OMS) or improve an existing one. This operating Management System is intended to assist organizations in defining and achieving performance objectives and stakeholder benefits while managing the oil and gas industry's broad and considerable range of risks. "Operating" in OMS refers to any form of upstream or downstream firm activity, from construction to decommissioning, across the whole value chain and lifespan of the business and its products. The Framework presents an integrated strategy as well as the flexibility to handle part or all of a wide variety of risks, consequences, and threats.
An Operation Management System (OMS) may provide company-wide consistency across all assets and operations, at every location, and throughout the whole workforce by integrating together the management of critical parts of running a successful corporation.
